Prior to Director of the bureau of motor equipment of the Milan sanitations assuming office, the situation at the institution has been described to be chaotic with lack of clear plan on the issues that needed to be worked on. Neither was everyone at the organization happy with nature of the job nor were the efforts they put forth were they being replicated being replicated in the financial performance. On assuming office, the director began discussing all the issues with the existing workforce to find a way to resolve all the issues and to streamline the job descriptions and the tasks that were to be carried. Strengths and weaknesses of New System

The new system had several strengths, the most notable ones being that it would not focus on the records of individual output and their dedication in terms of time on specific jobs; rather, it would focus on departmental performance. This way, the system facilitated the ability to measure the overall productivity without threatening the individual workers. Arguably, this would build the confidence of individual workers. The second merit of the new system is that it provides employees in individual shops to gauge their performance by comparing to the private sector.
